I dare also to share this paper which recently appeared on seminar.net. It deals with my PhD project and tries to link open government data with educational concepts, merging a critical perspective with productive approaches. Shule.Info is a project that puts data about Tanzanian schools online, providing information for the overall country, regions, and individual schools. The website is also in both English and Swahili, the language of the majority of Tanzanians. This is a great attempt at making this open data accessible and understandable to the people to who need it. "We all know that education in Tanzania is in a state of crisis. Massive failure rates. Not enough teachers. Not enough books. Poor teaching. And many more problems. So what do you do if you are a parent, brother or sister and want to find a good school? What if you are a council or national government leader and want to track progress? Right now it is very difficult to do so, because data is not easily available. And when you can access data, it is very difficult to understand and use. Open data is in fact relevant to all of us in making beter decisions. It is not just a concept for technical experts. If we knew which medicines were available in our nearest health centres we would save ourselves wasted trips. If we had live traffic updates we could better plan our travel. And if we had data on school performance we would have the chance to make better decisions about our children's education and potentially shape the course of their future differently."

I chose the Open Educational Resources Research Hub (OER Research Hub) for a focus for research, designed to give answers to the overall question 'What is the impact of OER on learning and teaching practices?' and identify the particular influence of openness. As open education now reaches a stage of maturity we need evidence about what works, what doesn't and why in order that lessons learned can be shared. Filling the gap in the evidence base and sharing data and methods widely is the intention of OER Research Hub. I've read in Japanese paper that Ricoh and Canon started producing and announced 3D printers. The market has been expanding. It used such as a design of dental work etc. I don't think it's matter of that "open source" is winning or not. It's been and will continue to utilize, but how to use it could be changing. Maybe more creative way, people may need to be smarter about how to analyze to SELECT right source before analyze the source of data, etc..

Interesting article but he couldn't really develop a cogent argument in a op-ed. However, "open is the new green" could be true. That's why I want to learn about 'open' now so I can be ahead and stay ahead of what happens to 'open' when it gets reduced, like 'the environment' did to 'green'.

The possibilities of open data have been enthralling us for 10 years. I came to it through wanting to make Government really usable, to build sites like TheyWorkForYou. But that excitement isn't what matters in the end. What matters is scale - which organisational structures will make this movement explode?
